RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.

Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.

Validation involves verifying which areas of an RTO's assessment process are correct and highlighting where improvements are needed. Understanding its key components makes the task less intimidating.

According to SRTOs 2015 Clause 1.8, RTOs must ensure that their assessment systems, including RPL, comply with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

The standards specify that two types of validation need to be performed.

The initial validation type checks that your RTO's assessments align with the training package requirements.

The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

Defining the Two Types of Assessment Validation

As mentioned earlier and in our earlier blog entries, validation is divided into two parts: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

We will dedicate this article to assessment tool validation.

Steps to Perform Assessment Tool Validation

Having discussed the two types of validation, let’s delve into assessment tool validation.

Ideal Times to Conduct Assessment Tool Validation

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.

You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.

Nonetheless, there are other reasons to conduct this type of validation. Perform assessment tool validation when you:

- resources are updated
- new training products get added on scope
- course gets reviewed against training product updates
- identifying your learning resources as a risk during your risk assessment

ASQA applies a risk-based regulation approach, expecting RTOs to do regular risk assessments. Hence, student complaints about learning resources are a good reason for assessment tool validation.

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Essential Resources for Assessment Tool Validation

Educational Resources

As you validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.

Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.

Panel for Validation

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

As a whole, your validation panel must have:

Vocational competencies and current industry skills applicable to the unit being validated

Recent expertise and skills in vocational teaching and learning

Any one of these training and assessment credentials:

Validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool is beneficial for both the validation process and documentation. It makes it easier to understand how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

Although ASQA does not recommend or require a specific template for assessment tool validation, numerous templates can be found online. These tools typically have validators examine the tools holistically to determine if they meet the principles of assessment.

Though these templates make validation easier, they often result in judgment errors due to limited space for comments on each assessment item.

Assessment Principles
Fairness – Does the assessment process provide equal opportunity and access to everyone?

Flexibility – Are different options available in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?

Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Key Rules of Evidence

Validity – Is the evidence showing that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment here requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Do the assessment tools reflect current units of competency and modern industry practices?

Even though these are often covered in VET professional development and nationally recognised training, many tools still struggle with these requirements.

To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:

Lead by Example

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Carry out each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:

change diapers

prepare bottles, feed babies from bottles, and clean equipment

prepare solid food and feed babies

respond properly to infant signs and cues

prepare infants for sleep and soothe them

monitor and encourage physical exploration and gross motor skills suitable for the age

Having students describe the process of changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent

Observe the lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What kinds of information can be included in a work package?

The answer might include:

Obligatory resources

Associated costs

Length of activities

Appointed duties and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental issue in the workplace and select the most effective hazard control hierarchy.

Possible answers may include, but are not limited to:

Weather conditions – work area isolation, engineering, PPE

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolating, use of engineering controls, administration

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolation, engineering controls, administrative controls

Equipment or machinery – isolating, engineering, administration

Avoiding double-barrelled questions makes it simpler for students to answer and for assessors to accurately judge student competence.

Considering these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” However, with these guarantees, you must wait for an audit before they help rectify noncompliance. This affects your compliance history, so it's better to take a safe and compliant approach.
